Shepherd is a small, unique city located just 60 miles north of Houston, Texas, on US Hwy. 59. The city, with its 2,050 citizens, is located in San Jacinto County, which was ranked the 4th largest-growing county in Southeast Texas in 1999.

The growth rate of San Jacinto County and the surrounding area is among the states highest. The 33 percent growth rate since 1990 makes San Jacinto the 21st fastest growing county in the state and the 4th fastest among the East and Southeast counties. Census Bureau figures also rank San Jacinto County's growth rate as 120th among the nation's 3,142 counties.

Not only is Shepherd less than one hour from Texas' largest city, with its attractions and world-renowned Medical Center, it is also situated at the Southern "gateway" to Lake Livingston, the 2nd largest lake in Texas. Lake Livingston draws thousands of visitors each year, with many of them using Shepherd as their route to various points. Shepherd has also become one of the most popular places for people looking to move to the "country", yet still be close enough to major cities.
